The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: positive announcements are issued from multiple capitals. Immense energy is allocated on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from across the border, a capability enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: several firings deployed against a incoming threat. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Following this, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, damage and heating outages in many homes as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The comprehensive proposal from US administration provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This cycle will, certainly, endure.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is impossible to compel Moscow to abandon the land that it currently occupies in Ukraine's south or east.

The problem is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not evolve additionally in its advantage in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but preventing a entire defensive failure until situations evolve in its advantage.

Existing Situation

Factually, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a only one week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
